Role Purpose:

The Director of Procurement & ICV is responsible for leading company’s end-to-end procurement, contracting, and In-Country Value (ICV) functions in alignment with OIA governance frameworks and company’s strategic objectives. The role ensures that all sourcing and contracting activities are transparent, competitive, and deliver optimal value for money while embedding ICV principles that strengthen national capabilities, promote SME participation, and maximize local economic contribution.

The Director develops and implements procurement strategies that support project delivery, cost efficiency, and supply chain resilience across all company’s projects and subsidiaries. The role also drives ethical sourcing practices, supplier performance management, and local market development programs to ensure long-term sustainability and community impact.

Duties and Responsibilities:

Procurement & Contracting

  • Lead the development and implementation of company’s procurement strategy, policies, and procedures in line with OIA standards.
  • Oversee all tendering, sourcing, and contracting activities, ensuring transparency, fairness, and value creation.
  • Manage the preparation of RFPs, RFQs, and tender documents for major projects and service contracts.
  • Review, negotiate, and approve high-value contract agreements and ensure financial and legal compliance.
  • Coordinate closely with Legal and Finance to ensure alignment between commercial, contractual, and financial terms.
  • Ensure timely and accurate procurement planning across departments and subsidiaries.
  • Implement contract lifecycle management processes, including variations, renewals, and close-outs.

Supplier Management & Cost Optimization

  • Develop supplier performance frameworks, KPIs, and evaluation processes.
  • Lead supplier relationship management and conduct regular performance and compliance reviews.
  • Ensure continuous market intelligence, benchmarking, and cost analysis to support strategic sourcing and price competitiveness.
  • Implement measures to enhance supply chain efficiency, reduce lead times, and control procurement costs.
  • Promote ethical and sustainable sourcing practices across all supplier engagements.

ICV & Local Market Development

  • Lead MDO’s ICV agenda and ensure integration of ICV, RDI (Research, Development & Innovation), and SI (Social Investment) principles into all procurement processes.
  • Develop programs to enhance SME participation and local vendor qualification.
  • Identify and develop opportunities for local manufacturing, service partnerships, and technology transfer.
  • Maintain ICV performance scorecards and report progress against OIA and national targets.
  • Collaborate with technical and operations teams to ring-fence opportunities for Omani suppliers and contractors.
  • Drive ICV awareness and capability development across MDO and its subsidiaries.

Governance & Compliance

  • Ensure all procurement and contracting activities comply with OIA, MDO, and public procurement regulations.
  • Establish and maintain procurement records, tender registers, and audit-ready documentation.
  • Provide regular updates to CFO and Audit & Risk Committee on procurement governance, major contracts, and ICV achievements.
  • Lead procurement risk management by identifying, mitigating, and reporting potential contract and supply chain risks.
  • Collaborate with Financial Control & Reporting on insurance tendering, financial compliance, and vendor payment governance.

Strategic Integration & Collaboration

  • Align procurement strategies with MDO’s five-year business plan and project timelines.
  • Work closely with Planning & Treasury to coordinate funding and financial guarantees for major contracts.
  • Engage with external stakeholders — OIA, MEM, and regulatory authorities — on procurement and ICV policy matters.
  • Ensure alignment of procurement objectives with MDO’s sustainability and community development initiatives.

Minimum Qualification & Experience:

  • Bachelor’s degree in Supply Chain Management, Engineering, or Business Administration.
  • Master’s degree preferred in Management, Finance, or related discipline.
  • Minimum of 15 years of progressive experience in procurement and contracting, including 5 years in a leadership role.
  • Strong knowledge of public procurement law, OIA governance frameworks, and ICV implementation.
  • Proven experience managing complex contracts in industrial, mining, or infrastructure sectors.
  • Demonstrated experience in cost optimization, supplier development, and stakeholder management.
