Responsible for building and managing all HR operations for the Sohar plant. This is a hands-on, plant-based role covering the full employee lifecycle, with particular emphasis on high-volume recruitment, onboarding, workforce planning, training coordination, employee relations, and labor compliance during commissioning and early operations.

The role will support a multinational workforce, including Omani nationals and international specialists, and will work closely with plant leadership, corporate HR, and external partners (recruitment agencies, training institutes, and government bodies).

Key Responsibilities

  1. Workforce Planning & Recruitment
  • Lead and execute the plant hiring plan, aligned with commissioning and ramp-up timelines.
  • Manage high-volume recruitment for operations, maintenance, technical, and support roles.
  • Select, manage, and coordinate recruitment agencies and manpower suppliers.
  • Ensure proper qualification, certification, and skills screening, especially for safety-critical roles.
  1. Onboarding & Training Coordination
  • Oversee onboarding programs, HR inductions, and site orientation.
  • Coordinate technical, safety, and soft-skills training with internal teams and external providers.
  • Maintain training matrices, certification records, and compliance documentation.
  • Support localization (Omanization) through structured development and training pathways.
  1. Employee Relations & Engagement
  • Act as the primary escalation point for employee relations issues at the plant.
  • Support managers with disciplinary processes, grievances, and performance issues.
  • Promote a positive, respectful, and safety-focused workplace culture.
  • Support employee engagement initiatives, including welfare, accommodation, and wellbeing.
  1. Compliance & Governance
  • Ensure full compliance with Omani Labour Law, company policies, and internal controls.
  • Manage employment contracts, employee records, and HR reporting.
  • Liaise with government authorities where required (e.g., labor, training, ICV-related matters).
  • Support audits and internal reviews related to HR practices.
  1. HR Operations & Leadership
  • Build, lead, and develop the on-site HR team (e.g., HR Generalist(s), admin support).
  • Act as a trusted HR partner to the Plant Manager and functional leaders.
  • Implement HR systems, processes, and reporting aligned with corporate standards.

Requirements

  • Omani National Only
  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • 8–12+ years of progressive HR experience, with at least 3–5 years in a managerial role.
  • Strong experience in manufacturing, industrial, oil & gas, or construction environments.
  • Solid working knowledge of Omani Labour Law and HR compliance.
  • Proven experience managing high-volume hiring and start-up environments.
  • Strong employee relations and stakeholder management skills.
  • Fluent in English; Arabic required. Chinese language skills are a strong asset.
  • Hands-on, resilient, and comfortable operating in a fast-paced, evolving plant environment.
