1. Job Purpose:
The Contract Engineer is responsible for managing, negotiating, and administering contracts related to power and water procurement. This includes ensuring compliance with regulatory frameworks, optimizing procurement strategies, and coordinating with stakeholders to secure cost-effective and sustainable energy and water supply agreements.
2. Key Responsibilities:
A. Contract Management & Procurement:
- Develop, negotiate, and manage power and water procurement contracts with suppliers and service providers.
- Ensure compliance with Oman’s regulatory frameworks, including OPWP (Oman Power & Water Procurement Company) guidelines.
- Analyze procurement needs and formulate contract strategies that align with business objectives.
- Assist in drafting tender documents, bid evaluations, and award recommendations for power and water projects.
- Monitor contract performance, ensuring deliverables meet agreed standards, costs, and timelines.
B. Legal & Compliance Oversight:
- Ensure all contracts comply with Omani laws, industry regulations, and international best practices.
- Collaborate with legal teams to resolve contract disputes and mitigate risks.
- Keep updated with changes in regulatory and environmental laws affecting power and water procurement.
C. Cost Control & Financial Analysis:
- Conduct financial analysis to optimize contract costs and pricing models.
- Assess risks associated with procurement contracts and recommend cost-effective solutions.
- Track and report on financial performance of contracts to senior management.
D. Stakeholder & Vendor Management:
- Liaise with government bodies, suppliers, and project partners to align procurement activities with strategic goals.
- Establish strong relationships with vendors and negotiate favorable terms for long-term contracts.
- Support internal departments (finance, legal, engineering) in contract execution and management.
E. Reporting & Documentation:
- Maintain accurate contract records, procurement reports, and compliance documentation.
- Provide periodic updates to management on contract performance, risks, and improvement opportunities.
- Support audits and internal reviews by ensuring all contract documentation is up to date.
3. Qualifications & Experience:
Education:
- Bachelor’s degree in Engineering (Civil, Mechanical, Electrical) or related engineering discipline.
Experience:
- Minimum 5-8 years of experience in contract management within the power, water, or utilities sector.
- Strong background in procurement strategies, tendering, and contract negotiation.
- Experience working with regulatory authorities in Oman (e.g., OPWP, Authority for Public Services Regulation).
4. Key Competencies & Skills:
- Technical Knowledge: Strong understanding of power purchase agreements (PPAs), water procurement contracts, and EPC (Engineering, Procurement, and Construction) contracts.
- Negotiation & Communication: Excellent negotiation skills to secure cost-effective and compliant agreements.
- Regulatory & Compliance Awareness: Familiarity with Oman’s procurement laws, environmental standards, and OPWP policies.
- Financial Acumen: Ability to assess contract risks, cost structures, and budgeting implications.
- Project Management: Strong ability to manage multiple contracts and stakeholders efficiently.
- Problem-Solving: Analytical thinking to resolve contract disputes and procurement challenges.
